The lower throttle cables might be hanging up at the splitter under the fuel tank. Or you might need to screw in the cable adjuster near the hand throttle, to provide some freeplay. I had one where one of the lower throttle cables was permanently bent near the bottom, making it impossible to adjust the idle properly. The fast idle is there to stop the engine stalling in cold conditions and to reduce warm up time. You can force the bike into a normal idle by gripping the throttle and rotating in forward (as you would when decelerating) as far as you can. When you let go it will spring back to the fast idle position.
